What are minor revolutions?



Answer: Anomalies - don't by themselves provoke revolutions. People have expectations of what results will occur and failure of this to happen does not result in a revolution. Must consistently and relentlessly fail and then maybe there might be minor changes in the paradigm, but not a major one.
