Why did Border States remain loyal to the Union?
-they were neutral
-feared that they may be thrown into jail
-if Union were to attack the South, the border states would be the first ones to be attacked if they were part of Confederates
-Lincoln suspended habeas corpus in Maryland
-Kentucky- very important border state, because it would lead to the domino effect if they secede
